Attention all apartment complex owners and apartment managers in Long Beach: have you heard of the new apartment balcony inspection law that the California legislature passed a few years ago? Senate Bill 721 (SB 721) was signed into law by Governor Jerry Brown back in 2018, but most landlords and apartment managers are just now starting to take notice, and that’s because this new law will start to be enforced very soon.
SB 721 states that by January 1, 2025, every apartment complex in California with three or more units must have its “exterior elevated elements” inspected by a qualified inspector, and a follow-up report must be produced. Grisafe Architecture is now offering balcony inspection services in Long Beach so apartment complex owners can be in compliance with SB 721.

According to the law, qualified inspectors include licensed architects, structural and civil engineers, and certain general contractors. Here’s the kicker, though—most of the individuals who are qualified to complete SB 721 inspections in Long Beach aren’t taking on these inspection projects. This is understandable, given our experience with general contractors. Most of the contractors we work with are what we would call “do-ers.” They like to build things and see projects come to fruition. We can’t see many of them sitting down at a computer and writing an inspection report—even if you offer to pay them for their time.
In addition, you might not want your preferred general contractor to do the inspection because if a general contractor completes the inspection, he or she cannot be the same person to handle any needed repairs, according to the law. So, if you have a general contractor who you use regularly for repairs or remodels, you will want to use someone else to complete the SB 721 inspection.
