The purpose of the Construction Documents is to communicate the final design intent to three main parties. In a residential construction project, these parties include the owner, the City Building and Planning Departments and other jurisdictional authorities, and the general contractor and sub-contractors.
The building plans, architectural drawings and architectural blueprints that make up the Construction Documents help the residential homeowner verify that all their design ideas have been made part of the project.
The second party or parties interested in reviewing the residential building plans, residential building designs and architectural drawings consists of authorities with local jurisdiction. For most clients this is the City Building & Planning Departments. For many California cities, there are additional jurisdictional bodies involved in the review of residential building construction drawings and residential building plans. These authorities include the California Coastal Commission, homeowner associations and architectural review boards. These authorities review the architectural schematic design and architectural drawings to verify that they meet state and local building code requirements. These code requirements include site, view and seismic requirements as well as energy efficiency regulations. Based on the review of all construction documents, this second entity ultimately provides the Construction Permit.
The third entity interested in construction documents is the general contractor and sub-contractors. Architectural drawing, architectural schematic design and residential construction building plans help contractors understand the design and scope of the residential construction project. The construction documents help contractors to determine what trades (plumbers, electricians, etc.) are needed for the project and to figure out approximately how long the project should take and how much it will cost.
